I guess it depends how much...

But what I want to know is:

is sad face and happy face supposed to be a form of psychological reinforcement - owing is bad, refund is good

or is it meant as a way of making the tax forms more comprehensible to the common person, that might not understand "balance due" and "overpayment," without changing the language of the form to say "You Owe Us Money." or "You Get a Refund."

Honestly, when I was doing tax prep for Jackson Hewitt (H&R Block's main competitor ... basically, the Burger King of tax preparation), I had clients that asked me what "balance due" meant.
