I suppose that it's possible he meant a "net increase in liberty". Two huge increases in liberty in "The 'Stan" as I like to call it, and the Iraq place (with social chaos thrown in for free) more than balance the minor loss of liberty here at home. By which I mean the Patriot Act. Not sure how his crazy paleolithic diety-inspired dogma about what marriage is or isn't actually qualifies as an infringement on liberty, since marriage is a blase government & religious institution anyway, and is already a dramatic liberty-reducer for those who practice it.
What made MY head asplode was his insistence on trying to grant full citizenship to unborn fetii. If we continue down this path, I'm all for following it to its logical conclusion and making eggs half-citizens and criminalizing menstruation.
